If you have studied nursing outside of the United States and would like to get an initial or endorsement registered nurse (RN) license**, a credential evaluation report can help you meet your needs.
**If your state board of nursing is not listed, we cannot prepare a report for that specific jurisdiction.
Types of Reports
Credential Evaluation Assessment (CEA) Report: Initial RN Licensure
This report is for you if you have not yet taken the NCLEX- RN® examination for initial U.S. licensure.
The Credential Evaluation Assessment (CEA) Report: Initial RN Licensure is a comprehensive analysis of secondary school education, professional licensure, and nursing education earned outside of the United States. The CEA Report looks at key attributes across all knowledge areas to determine if they are comparable to U.S. standards.

Credential Evaluation Assessment (CEA) Report: Endorsement RN (single state) Licensure
This report is for you if you already hold a U.S. RN license and want to be licensed (endorsed) by one specific U.S. state board of nursing for licensure.

English Language Proficiency (ELP) Report: Nurse Licensure ONLY
The ELP Report may be required for applicants for U.S. nurse licensure. Specific state boards of nursing require applicants to demonstrate competency of English speaking, reading, listening, and writing.
The ELP Report verifies passing results administered by an approved English language proficiency testing vendor listed below* or English language exemption. If your state board of nursing requires this report, completing this requirement will allow us to move forward with the review of your application.
For nurse licensure only: Each state board of nursing has their own ELP requirements for licensure. Check with your state board to find out if you need this.

Required Evaluation Documents for Nurse Licensure
(1) Secondary School Information*
Photocopy of your secondary school diploma or external exam certificate for the highest level of secondary education attained.
(2) Licensure/ Registration/ Diploma Information*
All nursing licenses, registrations, and diplomas obtained outside of the United States sent directly from the issuing authority (including the Nursing License Registration Diploma Request Form located in your MyECE® account dashboard). An official signature from the issuing authority must be dated within three years of the CEA application.
(3) Nursing Education Information
All nursing academic records or transcripts sent directly from each educational institution attended (including the Academic Nursing Records/Transcripts Request Form located in your MyECE® account dashboard). Academic records or transcripts and the Academic Nursing Records/Transcripts Request Form must be in English.
English Language Proficiency Requirements: Nurse Licensure ONLY

To obtain U.S. nurse licensure, some state boards of nursing require that applicants demonstrate speaking, writing, listening, and reading competency of the English language as mandated by federal law. The English proficiency requirement met by achieving a passing score in one of these approved tests. ELP test must be taken within 2 years of application.
To be consider as English exempt, an applicant must meet one of the following two criteria:
Entry-level nursing education must have occurred in the Australia, Barbados, Canada (except Quebec), Ireland, Jamaica, New Zealand, South Africa, United Kingdom, or the United States; OR
English must have been the language of theoretical instruction (including the language of the textbooks) and clinical practice setting.
